A Regional Approach to Industrial Pretreatment
The community relies on the MWMC model ordinance to reduce the amount of pollution in industrial wastewater before it flows into the public wastewater system or reaches the regional treatment facility on River Avenue in Eugene. The cities of Eugene and Springfield manage individual Pretreatment Programs but work closely together.
Protecting the Pipes, People, and Planet
The Industrial Pretreatment Program helps protect the regional wastewater treatment system by reducing pollutants before they enter the public wastewater system. Businesses that discharge certain types or amounts of wastewater may be classified as Significant Industrial Users (SIUs) and are required to obtain discharge permits through the City of Eugene or City of Springfield. Depending on the type of business, pretreatment equipment may also be required to remove pollutants before wastewater enters the system.
The program is administered by the cities and overseen by the Oregon Department of Environmental Quality (DEQ). Additional pollution management requirements also apply to certain business types, including food service establishments, dental offices, and photo processing facilities.

Every year, the MWMC recognizes businesses with Certificates of Environmental Compliance. This award recognizes each recipient’s hard work to achieve 100% compliance with their Wastewater Discharge Permit, to protect each city’s local wastewater system, our regional treatment plant, worker safety, community members, and the McKenzie and Willamette rivers.
